How to register a biostimulant in California

California regulates fertilizing materials through the CDFA Fertilizing Materials Inspection Program. Microbial and biostimulant products are typically registered as auxiliary soil and plant substances, unless the label makes pesticidal claims, which moves the product to the pesticide route (EPA and CDPR) entirely.

The steps

  1. 01

    Confirm the product category

Auxiliary soil and plant substances cover most microbial inputs under the Food and Agricultural Code. A claim to prevent, destroy, repel, or mitigate a pest makes the product a pesticide under FIFRA and California pesticide law: a different program with different data requirements.

  2. 02

    License the firm

Firms that manufacture or distribute fertilizing materials into California hold a CDFA license before products are registered. Selling into the state from elsewhere still triggers licensing.

  3. 03

    Register each label

CDFA reviews the label, including every claim on it. AAPFCO-accepted claim language for your organism is the defensible starting point. InputLens shows it verbatim per organism.

  4. 04

    Report tonnage and renew

Licensed firms file tonnage reports on product distributed in the state and renew licenses and registrations on the program's schedule. Check CDFA's current fee schedule directly. We don't restate figures that change.

Watch

California runs its own standards for some product classes, including heavy-metal limits. Confirm current data requirements with the program before assembling the dossier.

Label review starts with what your organism is allowed to say.

Look up your organism’s verbatim AAPFCO-accepted claim statements before drafting the label. It’s the language reviews check against.

Frequently asked questions

Do I need CDFA registration if I only sell online into California?

Distribution into the state is what triggers licensing and registration, not where the seller sits. Confirm the specifics of your channel with CDFA.

Is AAPFCO listing enough to sell in California?

No. AAPFCO listing supplies accepted claim language, but each state (including California) registers products itself. Approvability is decided case-by-case by state control officials.
